The last few months have been challenging for ETP, characterized by historically high project demand coupled with uncertainty as to the Program's available funding for the 2009/10 Fiscal Year.

Now faced with less than half the amount of funding available for new projects compared with the last two years, at an August 11 strategic planning meeting, the Panel acted to maximize the impact of ETP training funds in the 2009/10 Fiscal Year. These actions include imposing funding caps on both Single and Multiple Employer contracts, and reducing the number of Panel meetings during the 2009/10 Fiscal year. But the Panel also recognized the need to support small businesses and approved a plan to allow the Panel Chair and Executive Director to approve small business and "fast-track" proposals below $75,000 on a continuous basis.

We at ETP are committed to supporting the revitalization of California's economy through strategic allocation of program resources. ETP will continue to move toward training that promotes job creation and retention in emerging sectors such as green and clean technology while also continuing its investment in our state's key existing industries. ETP will accomplish these objectives through focused investment of core program funding in its priority industries and initiatives and, importantly, now through targeted allocation of new resources provided ETP through partnerships with the California Energy Commission and the Labor and Workforce Development Agency.

We look forward to working with our new partners and broad stakeholder base to keep ETP a leading resource in fostering our state's economic recovery.
