| Duties and Responsibilities: | Under the supervision of the Staff Services Manager I (SSM I) the entry-level program analyst will develop program knowledge and skills under the tutelage of various senior analysts, the incumbent will learn to develop small business projects and repeat contractor retraining projects. The program analyst will develop program and negotiation skills in order to develop and monitor basic small business and direct employer training proposals. The entry-level analyst will become familiar with ETP legislation, regulations, and policies. Specific duties include, but are not limited to the following: 35% With the assistance and oversight of senior program staff, the entry level analyst will travel to training sites to evaluate the activities associated with on-going training contracts to ensure that contractors comply with terms and conditions of the agreements, and to ensure training activities and training documentation are in compliance with the Panel's legislation, regulations, policies and directives. Interview contractors, trainees, subcontractors and participating employers to collect information to evaluate the effectiveness of training programs. Discuss and coordinate amendment and modification requests with contractors and appropriate project staff. (Travel time to conduct these monitoring functions is included in this percentage.) 20% Prepare written monitoring reports, modification requests and when requested, prepare written analysis of agreement performance, problems, results and recommendations for review and approval of senior program staff or the Staff Services Manager I (SSM I). 15% Develop knowledge and skills necessary to negotiate the terms of training proposals with potential contractors. With the assistance of the senior program staff, provide technical assistance to customers and inform employers and training providers of ETP eligibility criteria, curriculum and documentation requirements, according to ETP legislation, regulations and policies. The junior program analyst will be responsible for analysis, preparation and drafting project outlines, agreements, amendments and technical amendments for review and final approval by the Staff Services Manager I. Prepare correspondence and maintain documentation on each funding request. Work with Contract Review Analysts to process proposals, contracts amendments and technical amendments. (Travel time to conduct these functions is included in this percentage.) 15% With the guidance and direction of senior program staff, provide technical assistance o contractors, subcontractors, and other participating organizations to ensure that accurate and appropriate procedures are adhered to in the following areas: 1. Trainee Recruitment 5. Accounting Records 2. Trainee Certification 6. Training Records 3. Training Enrollment 7. Amendments/Modifications 4. Agreement Invoicing 8. Employer Eigibility Certifications (Travel time to conduct these functions is included in this percentage.) 5% Maintain positive business contacts in person, by telephone, and by written correspondence to properly inform potential contractors, including employers, training providers and others of the program criteria and procedures. 5% At the direction of the Manager and with the assistance of senior program staff, the incumbent will investigate complaints, report findings, and make draft recommendations for potential corrective action regarding issues in ETP training agreements. 5% Perform other duties as assigned. 100% |
