Duties and Responsibilities: Under general direction of Staff Service Manager I, incumbent works independently and as team member applying formal research methods/principles to the development of Employment Training Panels (ETP) Strategic Plan, Annual Report, and internal studies. Incumbent will apply technical research and statistical methodology to employment and training issues to develop policy and regulation recommendations to guide the development and approval of training contracts. Incumbent is responsible for preparing research and statistical reports.

Incumbent will perform the following activities and functions toward this end:

35% Apply technical research and statistical methodology to employment and training issues to develop policy and regulation recommendations to guide the development and approval of training contracts. Responsibilities include developing methodology, collecting, analyzing, and interpreting qualitative and quantitative employment and training data and presenting solutions for Executive staff consideration. Develop Pilot Program Guidelines and procedures accordingly.

20% Responsible for the research and evaluation of training contracts. Responsibilities include the planning and design of the methodology, identification of research sample, and conducting field work. Also responsible for the compilation of data, analysis and interpretation of qualitative and quantitative data to evaluate the effectiveness of training contracts.

15% Conduct complex, technical research, and statistical analysis for preparation of the Annual Report to the Legislature and Administration. Plan and design approach and sequence of steps for collection, analysis and interpretation of program data, statistical sampling and performance-training outcome measurements, as well as conducting case studies.

15% Conduct systematic, critical and intensive investigations for the development and updating of the Employment Training Panel's Strategic Plan. Synthesize information from a variety of sources including applicable legislation, regulations, policies, state and local labor market information, program specific data, and research reports.

10% Respond to legislative governing board and executive member requests for synthesized information and statistical program data. Prepare written testimony and other applicable material to assist Executive staff in Legislative and Budget Hearings. 5% Perform other duties as assigned.
