Consultant Fee Comparison
To help guide applicants through the funding process, ETP has prepared a Consultant Fee Comparison Table showing the names of consultant firms and the fees they charged for development and administration, for projects approved in FY 2011-12. This table will be updated quarterly. Although it is not necessary to hire a consultant, ETP recognizes the value of these services. The table is for informative purposes only and is not an endorsement of any particular firm.
New Assistant Director
ETP is pleased to announce the appointment of a new Assistant Director effective May 1, 2012. Peter Cooper of Sacramento will be involved in research and development of special programs such as Apprenticeship, Green Technology and Alternative-Source Funding (e.g., AB 118) as well as other duties as part of ETP’s management team. Cooper worked as a senior manager at the California Labor Federation since 2000. He was a research coordinator at the Service Employees International Union Local 250 from 1997 to 2000 and a corporate researcher at the Industrial Union Department of the AFL-CIO from 1996 to 1997. This is an exempt position.
Apprenticeship Training
The Panel approved Guidelines for an Apprenticeship Training Pilot Program at its meeting on March 23, 2012. The Joint Apprenticeship Training Committee (JATC) or other program sponsor must be approved by the Division of Apprenticeship Standards. Funding will flow through a Multiple Employer Contract (MEC). In FY 2011-12 the pilot will be open to JATCs that had already submitted an application or are already contracting with ETP (e.g., for journeyman training). Funding will be for Related and Supplemental Instruction only (class/lab). The Apprenticeship Training Pilot Program App will be open for new applications in FY 2012-13. Healthcare - Job Creation Initiative
At its January 27th meeting, the Panel approved a new Healthcare - Job Creation Initiative to target newly-hired nurses and allied health professionals employed by non-profit entities that are not normally served under ETP´s core program (see Healthcare - Job Creation Guidelines). Trainees must be hired within 3 months before the date of project approval, or anytime during the term of the contract, as long as training and retention can be completed within the term of the agreement and funds remain in the contract. The Initiative will be funded with a $1.7 million allocation of Workforce Investment Act (WIA) Discretionary Funds.
Preliminary Applications will be accepted for the Healthcare Job Creation Initiative from February 6, 2012 to February 29, 2012. If you are interested in applying for funds under the Healthcare Job Creation Initiative, contact the Economic Development Unit. Submitting the Preliminary Application directly, using the Apply For Funds link (above), may delay the processing of your Preliminary Application.
A pooled approach will be used to process applications to ensure equitable distribution of limited funding, once the application process is closed, the total demand for training funds will be assessed, and a final dollar amount for each project will be determined. In determining the dollar amount of a project, the Panel will assess the scope of a training proposal, giving consideration to the following: justification for training hours; justification for job creation; need for training; hospitals located in high unemployment or rural areas; number of hospitals or allied facilities participating, owned by the same parent company; first time recipient of WIA-Healthcare funding; for repeat WIA-funded contractors, job creation success in prior contract; high wages or wage progression; and, total funding demand among all applicants. The total dollar amount allocated to an employer with training proposed for multiple facilities may not exceed $600,000. Single facility projects are capped at $400,000. Given the demand for training funds, it may be necessary to reduce the proposed dollar amount of projects.
Pre-Application Deadline Announced
Due to its limited funding in the current fiscal year, at its December 16, 2011 meeting, the Panel accepted staff's recommendation to close the request for funding process, effective 12:00 a.m., January 16, 2012 for Single Employer and Multiple Employer retrainee proposals. After January 16, the Panel will only accept pre-applications for the following types of projects:
- Critical Proposal
- Job Creation – Retrainee
- Small Business (100 or fewer employees)
- Fast Track ($100,000 or less) Note: Only one project per company.

RETRAINEE-JOB CREATION FOR FY 2011-12
ETP is now offering incentives for retraining newly-hired employees as part of a standard single-employer contract. Under a revised Retrainee-Job Creation program, employers will be reimbursed at the New Hire rate and held to the New Hire wage for employees hired within a three-month time period prior to Panel approval, and throughout the term of contract. There is no other retrainee eligibility requirement. This training is not subject to a Substantial Contribution. It may be included in a training program for incumbent workers, or stand alone. If Job Creation is included in a larger program the overall funding may extend beyond the single-employer cap for this Fiscal Year, as justified in the proposal. Furthermore, a Job Creation component may be added to an active contract by Amendment with increased funding, as approved by the Panel. Contact your monitoring analyst for further information on the Amendment process.
OSHA 10/30 TRAINING
Funding for OSHA 10/30 certificate training is now available from ETP through a single-employer or MEC contract. This training will be treated in the same manner as HazMAT, as an exception to the 10% limit on safety training, with an explanation of why this training is needed. OSHA 10/30 will only be funded as part of a larger vocational training Curriculum. It may be delivered as class/lab or CBT, and may be added to an active Curriculum by Modification so long as there is no increase in the approved amount of funding. FUNDING PRIORITIES FOR FY 2011-12
At the June 24, 2011 Panel Meeting, the Panel approved a series of staff recommendations designed to make best use of core program funds, and AB 118 funds in Fiscal Year 2011-12. (See Memorandum to the Panel for details).
For core program funds, the Panel approved the following:
- Project Funding Caps
- Single Employer - Priority Industry - $500,000
- Single Employer - Non-Priority industry - $400,000
- Job Creation - Retrainee - $600,000
- Critical Proposals - $750,000
- Multiple Employer - $750,000
- Small Business - $50,000
- Fast Track - $100,000
- Substantial Contribution levels on existing regulatory procedures
- Demonstration of at least 80% employer demand for MECs
- Justification of support costs for MECs
For AB118 funds, the Panel approved the following:
- Project Funding Caps
- Single Employer - Priority Industry - $500,000
- Multiple Employer - $750,000
- Projects developed under existing program guidelines
