Funding Limitations

The eight-member Employment Training Panel is responsible for assessing workforce trends and economic development needs throughout California. As such, it establishes funding priorities each Fiscal Year.

Lowest Priority

The following occupations and industries are lowest in priority for FY 2009-2010 and will not be funded absent extraordinary circumstances, to be evaluated on a case-by-case basis. Trainees from these occupations and industries must not be enrolled absent written pre-approval from the Panel:

  • New Hire Truck Drivers - New Hire Training *
  • New Hire Security Guards - All Training
  • Temporary Agency Employees - Retraining
  • Adult Entertainment Industry **

* This excludes training proposals with formal involvement of trucking company employers and/or unions.
** This includes the design, manufacture, distribution, servicing, management or sale of products or services in the adult entertainment and gambling industry.

Other Limitations

The following pilot program is in suspense:

  • Welfare-to-Work Training (W2W) ***

*** CalWORKs recipients may be funded under Special Employment Training (multiple barriers).

Project Caps

The following caps apply to projects funded in FY 2009/10:

  • Single - Employer training is capped at $500,000 per contract, with case-by-case exceptions for Critical Proposals only
  • Multiple - Employer training is capped at $750,000 per contract with case-by-case exceptions (i.e. hard-to-serve trainee population)
  • Small Business will remain capped at $75,000
